ISR4451-X/K9 Description
The ISR4451-X/K9 is a Cisco ISR 4451-X modular router from the Cisco 4000 Family Integrated Services Routers for large branch WAN edges that run service modules. Four onboard 1G ports each take an RJ-45 or SFP connection, and the chassis adds three NIM slots, two SM-X slots, 4 GB of control-plane DRAM and 1 Gbps of aggregate throughput that a performance license raises to 2 Gbps. Without an HSEC license, encryption stops at 1,000 secure tunnels and 250 Mbps, and none of the onboard ports runs at 10G.

Product Performance
Key Features
Each SM-X slot links to the system at up to 10 Gbps, and the pair can hold one double-wide module instead. Cisco UCS E-Series server modules fit these slots and bring branch applications onto the router itself. With a carrier card, an SM-X slot becomes an extra NIM slot.
Each of the three NIM slots has two 2 Gbps links, one to the route processor and one for module-to-module traffic, and I/O modules can be swapped while the router runs. Voice DSP capacity sits on a PVDM4 in the internal ISC slot, which leaves all three NIM slots for interfaces.
The router forwards 1 Gbps of aggregate traffic as shipped. FL-44-PERF-K9, delivered remotely, doubles that to 2 Gbps with no hardware change, and FL-44-BOOST-K9 applies to plain CEF routing over the onboard ports.
PWR-4450-AC ships in one bay at 450W, and the second bay takes another AC, DC or PoE supply for redundancy. A site on DC power uses PWR-4450-DC, which accepts 48 to 60 VDC.
With PWR-4450-POE-AC installed, the router delivers 500W of endpoint PoE with supply redundancy, or 950W with PoE boost and no redundancy. Separately, GE 0/0/0 and GE 0/0/1 offer 802.3at PoE+ from an internal daughter card that shares 30.8W across the two ports.
Within the ISR 4000 family, VXLAN in the AX feature set runs only on the ISR 4451. OTV is also limited to this model, and only on links below 100 Mbps.
Application Scenarios
A regional office terminates two carrier circuits on the onboard Gigabit ports, using SFP optics for a fiber handoff and RJ-45 for a copper one, while an LTE Advanced NIM adds a cellular path.
In a Catalyst SD-WAN rollout, the router joins the overlay in controller mode, which runs from the same universalk9 image as autonomous routing on Cisco IOS XE 17.2.1 and later.
Branch sites that keep a few local applications can host them on a UCS E-Series server module in an SM-X slot, with the router handling WAN routing in the same chassis.

ISR4451-X/K9 and ISR4461/K9 share three NIM slots and the same 950W endpoint PoE ceiling, but ISR4461/K9 adds two 10G ports and a third SM-X slot and forwards 1.5 Gbps by default and 3 Gbps licensed against 1 Gbps and 2 Gbps. A site with 10G circuits, or traffic above 2 Gbps, needs ISR4461/K9. ISR4431/K9 keeps the four 1G ports and three NIM slots but has no SM-X slot and tops out at 1 Gbps, so it suits branches that run no service modules. C8300-2N2S-6T is the Catalyst 8300 option with six 1G ports, a PIM slot and up to 2 Gbps of SD-WAN IPsec, at the cost of one NIM slot. Up to 2 Gbps, FL-44-PERF-K9 keeps ISR4451-X/K9 in place.
Ordering Checklist
- Technology package: The base router runs IP Base; add SL-44-SEC-K9 for IPsec and firewall, SL-44-UC-K9 for voice or SL-44-APP-K9 for MPLS and AVC. The base image activates only IP Base.
- HSEC license: Add FL-44-HSEC-K9 when the design needs more than 1,000 secure tunnels or 250 Mbps of encryption. It requires the security package and has no evaluation period.
- Performance license: Order FL-44-PERF-K9 when the site needs 2 Gbps of aggregate throughput. Without it the router stays at 1 Gbps.
- Memory and flash: MEM-4400-4GU8G or MEM-4400-4GU16G takes control-plane DRAM from the default 4 GB to 8 GB or 16 GB. MEM-FLASH-8U16G or MEM-FLASH-8U32G takes flash from 8 GB to 16 GB or 32 GB.
- Second power supply: Add PWR-4450-AC/2 for AC redundancy, or PWR-4450-POE-AC with PWR-4450-POE-AC/2 when endpoint PoE is needed. An empty bay takes PWR-COVER-4450=.
